About CS and Max hatters, they are fully immune as Max Hatters have tech to prevent 049 from curing them and CS don't have perfectly biological functions, they are technologically engineered so thus they can't be affected by 049. About researchers 049 can affect them if he finds the pestilence in them. Refer to the incident on Dr Hamm -Support
