Not all SCPs are easily containable and lowering the number of required players would just make it more of a pain than anything. Everytime its low pop, d class love to riot and it makes it harder on the MTF/Gensec that may be on. Not only this, but when its low pop, there is nothing to do as an SCP anyways. Anytime a SCP is breached, they just run around LCZ killing a few d class here and there until they get bored and get off the job, or if someone tries to recontain them.
