+support on most stuff but Jr. NCO's with LVL 3 keycard (why would they ever need it?)

Why do you need a Level 4 keycard on your E11 WO - COL. Same reason for us to get around the Site.

I worded this poorly, Like what I meant is the only reason a Jr. Nco would be in hcz would be to escort and I think 99% of the time whoever they are escorting has a lvl 3 keycard. I just don't want to be running through HCZ finding a lone Jr.NCO doing a patrol while Dblock is lost. Just my opinion.

I don't get what you are trying to say.
Wouldn't that solve the problem? Giving a junior NCO a level 3 so that they can go back to LCZ if their escort either died or they have left without the escort. 
Also 99% of the time, they are escorting either bright, JR, AR or researcher. Senior NCOs + usually escort SR +... Although in both cases, they all have level 3 keycards, the differences lies in experience.

I never considered the escortee dying in transit or etc. I'm still leaning a tiny bit towards -support as the amount of power given to someone when they get a lvl 3 keycard is staggering (ability to go to surface, release many keter SCP's etc.) I could just be paranoid but I always think of worst case scenarios.

I understand your concerns but, we have been working very hard with the rest of CMD to make sure only trusted individuals gain NCO. I also believe you were not informed of our new SOP rule where JNCO’s are now allowed to patrol In HCZ with CPL+!

JNCO's need this cause wesearchers like to leave us in HCZ with no way out.

GenSec is integral to the functioning of the server, and more often than not the first branch players aspire to sign up for. A fresh look at things would be interesting.

As for the Level 3 keycard question, I've always found it odd that GenSec is the number one branch that gets backseated about access and capabilities. There's no question it would help us, that should suffice us an answer.
