Too overpowered this is way stronger than any SF to ever exist. (+Support)

+Support Great buff for SCP-280 it will make more people play on it. Cooldown makes it more fair since CI have to roll for it . lights are currently instantly turned back on without a roll after they're turned off by any MTF member near EZ.
