Rather, use “/me (your message)”." How would this change better the server? - Cause, even though not harshly enforced, when it is enforced, it makes communicating with others as the SCP slightly more difficult, and would serve better as an optional RP thing people can do instead of something that can be punished. Are there any disadvantages of making this change to the server? If so, explain. - Not many, as literally nobody follows this rule to my knowledge. Who would this change mostly benefit? - Mute SCPs. Then you have 912 that's a mute SCP but has to warn people to put away their weapon, so they'd be forced to use chat. There's possibly room for a separate suggestion depending on the result of this one. It causes problems sometimes.
