The way at least i understood it was that if a panic button was active in that area that they can currently see, then they can respond. But not to their own.

If he is uncloaked in sits i think that is fine. Sometimes it is easier for staff to have players pay attention when they see the person or to grab their attention without physgunning the player. However shouldn't be uncloaked if in a sit on the street, easier to take it to a rooftop.

Generally there isn't a clear line drawn. The understanding is that he isn't abusing it against other players, he is simply moving it over so that he can put a repair kit into it without the chance of people stealing it.

You need to read the staff handbook a bit more closely next time You can Warn Other staff however you can only warn your rank and below for example a Trial Mod can NOT warn a Super Admin. If you wish to warn a staff member that is higher than you it must be taken to a higher up.
