What you want to see? - 098's rule about having to be in water for 3 minutes every 10 minutes removed. 

Why should we add it? - Conflicts with the rule that SCPs can not be in water.

What are the advantages of having this? - It doesn't conflict with current SCP-water rules.

Who is it mainly for? - 098

That must be a really old rule because even his CC doesn't have water and like said above SCP's are not allowed in the water
