Rather than introducing more rules regarding this change, we've added a system that prevents certain vehicles from being stolen. All EMS vehicles are unable to be stolen, and most heavier police vehicles are unable to be stolen as well. We also restricted some of the donator job vehicles from being stolen such as the tow truck, and semi trucks. As it currently stands, we will have you guys follow the typical pursuit guidelines.

This is something we discuss with the department heads, and have pushed out with updates for each department. This is something you could bring up within your departments if you're wanting the skins to be updated.

Payout from the money silos scales based on player count. Usually at a higher player count, there will also be more government on as well. This allows for people to buy the silo and still have some sort of PVP going on while at a lower player count since there's also gov requirements for most robberies.

This system we currently are using is entirely custom. We can add whatever features you guys would like, however removing features from it and putting them else where will make it used even less. I'd say try suggesting things that are going to drive more use to it, and things you'd like to see within the system, rather then asking for things to be removed from it.
