1. CI isn't meant to be incredibly easy to access, topping that, it has simply caused a lot of issues since FTO's aren't always readily available so trainees just end up running around and doing whatever they want. Besides... it's not all that hard to level up, by the time they hit a decent level they'll probably understand CI more and be more competent for it. (least these are my views as of why.)
2. Some of the jobs were excessive to have, they could easily just have been the base job but better. It needed too much management for little reward of diversity. Most of the jobs removed were so indiscreetly specific that it just made it pointless to hop on the job when others filled the role better. So adding the removed job's small specialties to other jobs that fill the role better make more purpose to the said jobs included with the items. (EX: Jugg getting the removed demo job's breaching charge and actually fitting the tank/front line role.)
