Features added to Civilian jobs

What are you suggesting? - Add actual features to Civilian jobs like gun mission in which civilians can either steal guns from foundation or CI. Meaning that the citizens will have to hold out.
Add the Mayor is elected by citizens and demoted on death. The mayor could side against or with CI.

Give the town a equipment locker for sheriffs and a town budget system

(Suggest other ideas below) Overall just features need to be added and the civilians need to be expanded, rather than "just RP" mindset its gmod.

How would this change better the server? - 

Are there any disadvantages of making this change to the server? If so, explain. - You actually have to put effort into making it

Who would this change mostly benefit? - Anyone who wanted to play a neutral job

Why would the mayor ever support terrorists with little regard for their life? Also, they shouldn't know anything about the foundation or CI in the first place, that's the point of the foundation.

You've got to remember that the civilians see CI as the US military and the foundation as the Canadian Military
