+/-support Is there any video of a cop going over there or something? I feel like we need a bit more, the incident took place in 2019 and isn't as well known as some of the more recent incidents. Not sure if enough evidence currently to prove he was making light of the shooting or if it's coincidence. If we had video of cops responding in game then we'd be able to make a more accurate judgement of if he was actually making light of a horrific shooting or not.

Either both sides should be warned (Nao for Cop Bait and Killing for NLR) or both sides should be let off with a verbal as it appears both parties had committed a rulebreak in this scenario of equal severity and it seems like the victim of the rulebreak in this scenario is okay with the warn being dropped and reduced to a verbal.
