It's most likely because you haven't been trained for the branch in question. You'll have to find their "Trainee" job, it could be labelled under a different name such as "Recruit" or "Cadet" depending on which server you are playing on. I might also suggest asking the rest of the server population or requesting staff assistance while you're in-game for a more in-depth explanation.

Yeah depending on the server, you can be trained to the specific job you want to hop onto(With limitations to jobs such as donation specific jobs or CCs). I would recommend talking to someone in-game about in specific which whitelist you want to hop on for more accurate information. :^)

That's why you have to get wirelessly from the high ranking rank in the department like lieutenant and every single server and don't worry I bet you'll get your way:)

Just try to get in contact with a staff member within the server that you play and ask how to get onto the job that you would like to play on and I'm sure they will be more than glad to tell you how to do so
