Additionally, smoke grenades do not need to be inside in order to properly bloom and provide a screen. There shouldn't be any smoke rules imo because it is a utility that only provides concealment. I get where Barts coming from but I think maybe add smokes to be used like gas but with more smokes being able to be used instead of just 3.
