Also, why is there cognitohazards in a document only available to RND LVL4?+ and designed to target those same level 4's reading the document? Is level 4 CI personal and higher not permitted to know about the E11 CMDR for more than 30 minutes at a time? One of their main opponents? That sounds like information that LVL4 should always be aware of for planning, missions and so on? Sounds kinda useless to only remember him 30 minutes at a time (and remember that continuous usage of amnestics is dangerous to a persons health (I think).
