Level D personnel involved: N/A SCP: SCP 066 and 173 Hypothesis: If SCP 066 were to look at 173, it won't move due to it not blinking. Observation: It doesn't seem that 173 was able to move when me and 066 were looking at it, even when I turned around. Further testing will be needed. Visual Stimuli (Photos/videos): N/A Errors and/or safety hazards: A potential safety hazard would be 173 breaching. Conclusion: SCP 066 can look at SCP 173 and it will not move.
