Post name: Lower selfbreach requirements to 45 players

What are you suggesting? - Lowering the selfbreach requirements for scps to 45 players due to the recent lack of players on the server.

How would this change better the server? - Lets SCPs actually breach their CCs without needing CI or d class.

Are there any disadvantages of making this change to the server? If so, explain. - If we manage to get our player population back in the future it would be easier for SCPs to break out, but if that does happen we should just set it higher again.

Who would this change mostly benefit? - SCPs
