Can anyone help with this "glitch"?

I didn't want to put it in bug reports, as i feel it is likely clientside, but is there any way to make it so for the first 5 mins i join the server I don't get the "Server not responding" message, and the tab list doesn't load?

EDIT: It also gives this message while it is loading,
