What are you suggesting? - The current self defence rule does not make any sense, it relies on you being damaged in the first place, to which the majority of the damage would instantly kill. I say, a common sense rule should be in place. If a guy is running at you with a sword, or a CI is aiming their gun at you, that should count as self defence as you are in imminent danger.

How would this change better the server? - It would save more time on NLR, it would give us a chance to properly defend ourselves instead of dying all the time, and it would allow utility to make more use of the gun we were given FOR this very reason

Are there any disadvantages of making this change to the server? If so, explain. - Some people could abuse this, but with proper video recording this could be circumvented.

Who would this change mostly benefit? - Utility, which this suggestion was tailored towards.

This is an SOP change and should be directed to HCMD/SA.

To clarify, while it is in the MOTD, it's also in the SOP and such changes would need to go through the relevant HCMD/SA. What you're proposing would be a significant change to the branches and this should be cleared and proposed by HCMD+.

Denied. The SCP-RP SMT has decided against adding this suggestion for performance reasons, the benefit to the server, or another unstated reason.
