 Fixed issue involving the "Officer Boost" swep not properly adjusting the players' run speed

 Added the new teleporter tool

 Gamemasters can place two teleporters that link to each other, which allows players to transport between them

 Added rw_sw_e11t to job "K-2SO [T3]"

 Added weapon_cuff_elastic to job "K-2SO [T3]"

 Removed rw_sw_e11 from job "K-2SO [T3]"

 Removed rw_sw_e11_noscope from job "K-2SO [T3]"

 Removed job "Nova Command"

 Removed job "Nova Officer"

 Removed job "Nova NCO"

 Removed job "Nova Enlisted"
