Emily has said that she does not want people changing people playermodels unless it's an actual event. So the answer is no, Imperial Researchers are not allowed to change / scale people due to a simulations.

We have this allowed awhile ago and it went very wrong, SMT has ended that. Surgeries or experiments cannot include modeling or scaling from a Gamemaster UNLESS it's for a SIM, or a event. All experiments or surgeries must be done in Roleplay. However if you wanna contact a GM or, find a GM and talk with them to set up a possible passive roleplay for the battalion or ship, that's okay.

People can't be scaled freely, though as long as the GM is fine with it & it won't affect the server majorly, the GM can choose to participate in an experiment & model the people involved. All experiments are suppose to be fun & entertaining for the researchers & GM's so it can be assumed as a sim or a slight passive event for the GM to list down in the side activity portion of the GM discord.
