Any extra information: Foxey reported him for stealing gov cars. I went to him and he was still driving around in a cop car. I brought him to a roof and he kept running away from the sit while hurling insults at me. After I brought him to the roof and froze him and he left. I checked logs and he was disconnected by user. I then issued him a warn and went to the fourms to fill out this.
