I like the idea and the model of this a lot, an SCP that can nest somewhere hidden and use that nest to its advantage is great, and that model is downright scary.
However, from what I can interpret this requires an admin sit to spawn your egg and to destroy it if MTF finds it which wouldn't be an issue, But to TP you to the egg if you die would be an issue for an admin, especially if the admin in the sit isn't the one that spawned the egg they would have to search for it where you describe it to be in order to tp you to it.
Also if an admin DCs while the egg is in play it would delete itself

Ok more than just that I dont have any issue killing people on a 15 second cooldown, in fact its more fun as I will count down as someone is running and trying to close doors (which lets me TP through them) and increase the fear. so much so I can rival 682 killing in LCZ. He is very strong as is. as for admin sits on 106 those are usually from people strait out ignoring his cooldowns

+ support unlike most other things needing visual evidence wouldn't you only need a screenshot to prove someone doing this? Video is hard for some but everyone has screenshots through steam (Usually on one button) and uploaded in an instant so no excuse to not have evidence.
also for most combat classes if you get pissed about your enemy's using riot shields the counter is buy your own, but SCPs cannot buy anything to make their life easier.

You do know this already exists to some extent right? Currently you get XP and level up as you mine ore, and with each level the yield of successful mining increases, I'm at LVL 5 so I get up to 7 ores at a time unlike the LVL 1 you get 3. No they don't currently have a way of increasing capacity held but its not necessary with 30 of everything you get great hauls

To be quite honest, why did it even become a thing where casino is OOC? if you waste your time and money gambling where you could be attacked kinda on you for getting caught with your pants down.

What are you suggesting? - Give Dr Bright a chainsaw swep like the one given in the D-class casino, With the stipulation however that he is not supposed to have one (nor make a "chainsaw canon") and as such if he is ever discovered to have it must be "Code Bright" AOS. After being caught like this he should be reminded by either the one who arrests him or a member of any command of 5 things Dr. bright is not allowed to do at the foundation, which can be made up on the spot, and have the chainsaw "Confiscated".
How would this change better the server? - Adds a bit of comic relief to Dr. Bright and expands on the Lore behind his shenanigans, also in situations where D-class are attacking him he has a much cooler way to defend himself than just the pistol he gets. The Reprimanding also gives a bit more meat to arresting Dr. Bright and interaction. instead of just carting him off to bunks and releasing him.
Are there any disadvantages of making this change to the server? If so, explain. - Well Dr. bright would now have a chainsaw and god knows what he can do with it
Who would this change mostly benefit? - It would benefit Dr.Bright as well as those who interact with him, and allow creativity in naming the 5 No No s

two others, are they supposed to let themselves be killed like 096 or do they just run at that point.
also does killing them for failing count outside his normal blink intervals (say they tried and failed 5 seconds into the 15)

Im looking for a clarification on a rule I received a verbal warning for which is NOT found in the !MOTD
From what I was told that there is a recontainment procedure for 173 where he can be cuffed by only two people looking at him and rolling against him. I ask where this rule was in the MOTD and was told its in an MTF E11 SOP (Which I am not a part of E11 or any MTF and do not have access to these SOPs) and could not find any reference to this in the MOTD.
What are you suggesting? - Either if this is a legitimate rule it be added to the MOTD where anyone can access it, or if it is not legitimate, clarification that this action is not allowed on the server.
How would this change better the server? - Clarification of a rule which currently new players may not have access to and therefore less staff sits.
Who would this change mostly benefit? - this clarification should benefit the whole server with a better understanding of server rules. If the rule is legitimate it can benefit foundation in that 173 is easier to recontain, while if it is not 173 shouldn't benefit as the current motd would remain the same in his recontainment procedures.
I do wish to note that while i have been told this has always been a rule i have never encountered something like this before in my time on the server.

Why should the foundation authorize your requested unit? (80 word minimum):My Request to obtain a personal R.I.G. unit should be accepted by the foundation for multiple reasons. I have been quite active within research these past few months, attending most of the meetings and helping out around the foundation. As a lead Researcher i feel an obligation to be both a role model within the research division as well as a guiding hand to those more recently employed by the foundation, as such this position can serve as an avenue to preform such actions and have a greater influence over the development of our newer staff.

support lvl 3 keycard
Dr. Bright while having the title of Foundation Doctor has his privileges revoked to the rank of senior researcher, which can carry lvl 3 keycards. As for donators minging with the keycard, honestly they could already get one just by being an associate researcher, a rank obtainable within 1 day on the server easily. (seriously its not hard to go from Jr Researcher to associate right after training if they go to the next meeting or mass test). Also if caught abusing the lvl 3 card a gold+ donator has far more to lose than an associate researcher with only a day or 2 being on the server.

Dr. Bright is only a monkey now through the use of SCP-963 which he can easily place on literally any other living creature to copy his mind to, its even in lore that he was once a literal guinea pig.
Support actual SCP-963 object in-game (if can be done)
having an actual SCP-963 would open up a lot of possibilities for more RP, however im sure this SCP could be abused depending on implementation. one such is that contact with 963 results in brain death and conversion to a copy of Dr. Bright, which could be minged with as such would allow anyone to "Become" doctor bright regardless of donator status.
If I may add something to this, In lore multiple copies of Dr Bright do exist within the foundation, I would ask such that the class limit be raised to allow multiple Gold+ donators be doctor bright simultaneously, allowing for some interesting RP, especially if a code bright is called on one.

What you want to see? - I would like very much for the restraint system used on d-class to be modified for the controls used to gag and blindfold to be changed from the mouse buttons to less used keys on the keyboard.
Why should we add it? - The reason for this is primarily because SCP SWEPs use the same buttons for their actions and currently the restraint system overrides these, making it near impossible to use SWEPs on restrained D-class without first the shoddy action of an aggressive or triggered SCP unrestraining said D-class. Most notably this affects SCP-066 as his Loud music swep can only be used on the person who said ERIC which in many circumstances is a unfamiliar D-class currently being escorted to or from a test, this means SCP-066 has to unrestrain the d-class to use his swep while being escorted. This also affects hostile SCPs especially when being "Fed" their requests, as the d-class will move constantly to avoid getting unrestrained before the SCP can use their swep, even instant hitting/instant kill ones like 049s zombies or 106 pocket dimension dont work until the long unrestrain bar is completed.
What are the advantages of having this? - The Current system can and is being abused/minged by the restrained D-class to avoid being affected or killed by both safe class SCPs and Hostile SCPs, and forcing SCPs to make questionable actions to properly use their abilitys/ do their jobs. These changes will promote better RP experiences for the SCPs and allow them to do so without extra questionable steps, These changes also do not provide a "Buff" to SCPs since it only affects their interaction with restrained D-class.
Who is it mainly for? - This is mainly for the enrichment of SCPs with sweps and any other class using sweps on Restrained D-class or other individuals.

Please read over the incident near the bottom where SCP-049 attacks and kills Dr.Hamm.
This might have been true in the old 049, but it was rewritten and no one is truly safe from it.
In fact in the effort of as you say being "lore friendly" Researchers should instead not be immune to 049, honestly the only ones that should be immune are those in hazmat and quicksilver
