Two Billion dollars for 30 new player spots in the faction upgrade tree. Why should we add it? - This will cripple the economy of criminals for their personal gain of being able to have another 30 more people in their faction. What are the advantages of having this? - Balancing the criminals economy giving them a nice upgrade. Encouraging more basing from criminals.
