Cooldown for Jailbreaks - Denied

What you want to see? - A cooldown added for jailbreaks

Why should we add it? - Realism and to help alleviate stress on PD

What are the advantages of having this? - It doesn't make sense that Crims can jailbreak as soon as they fail with another group of members immediately after a failed jailbreak, IRL jailbreaks don't happen within mere minutes of eachother. We had 3 jailbreaks in a row recently, like we'd respond, code 4, as soon as we left another break.

I Agree There Should Be Cool Downs For Jailbreaks As It Stops Families From Just Having Another Person Start Another Jailbreak While One Just Happend.

While A Previous Jailbreak Fails It Wouldn't Really Be Balanced As Maybe Sometimes Gov Will Suffer Major Loses And Another Jailbreak Starts It Would Lead To Just A Successful Jailbreak In The End

The Cool Down Should Maybe Just Be 10 Minutes Or More

Assisting counts as committing the crime so you still have to wait 10 mins even if you assist then advert.
