I can't say for foundation but for Chaos Bios were literal gods back in the day. Military relied on Bios because they could give health AND armor which is very useful when everyone can get killed with half a mag. If anything I see it as more of an opportunity for noncombatants to engage with combative branches as they will be more useful and vital in combat.

this right here as it stands for ci bios are useless since we can go without armor guns still take a full mag to kill a 200 hp class

I agree partly with this. im going to add on to it

If the negative damage multiplier is removed, weapons would become heavily unbalanced due to them being balanced around that multiplier. weapons would need to be altered and changed to make sure they dont become the strongest shite in the entire game (the M98B for example). and there are so many weapons that are so bad not because of TTK but due to their damage, firerate, spread, and recoil that needs to be fixed before the Multiplier is removed or else they remain heavily inferior (The CSGO AK47 fucking sucks.)

I agree with you, with this change all weapons would need to be looked at. However there is always going to be a meta (F2K, L85, M98B, USAS right now). However with this change of TTK, a lot of the lower tier weapons would be able to compete with the higher tier ones, it would just rely on the players skill and tactical abilities.
