Don't allow SCPS on surface to enter the water - Accepted

What you want to see? - I want it so that SCPS are not allowed to enter the water on the surface

Why should we add it? - SCPs will make it to the surface, then spend their entire time in the surface's water around the map, where guns cannot fire, so they can't be damaged, this leads to more problems, as MTF cannot recontain and CI can't capture the SCP. Meanwhile, most SCP sweps can be used underwater, meaning that MTF and CI can do nothing to fight back as the SCPs can just kill them. Such as a 682 just instakilling any mtf in the water while they aren't able to fire any guns.

What are the advantages of having this? - SCPs won't be a complete pain to recontain or to capture, we won't have multiple hour long breaches on surface where nobody can do anything because 682 or something is hiding inside of the surface's water

Who is it mainly for? - MTF, CI, Anyone on surface

There is a rule stating that crabs have to spend some time in water after escaping so this needs to be clearly stated as the exception
