Why should we add it? - Clarifies the current ruling of which SCPs are allowed into D-Block, and removes the potential for confusion and arguments. What are the advantages of having this? - Clarifies current rules, reduces confusion. Who is it mainly for? - SCP's eligible to enter D-Block and GENSEC enforcing this.
