I personally think it is easy to RP it out. Like walk up to someone and ask them to provide ID becasue they match the description of a wanted criminal. In real life, officers have facial recognition and car number plates that they can see for wanted people. Neither of these are in game, it's gonna be hard to RP out a guy that's just mass killed a bunch of cops.
