Minimum Gov for Silo spawning

What you want to see? -  A minimum amount of government needing to be online in order to spawn a money silo.

Why should we add it? -  It's a tad unfair when 4 CC and a Blood spawn a money silo in with one trooper and 3 low ranked PD on to try and deal with it.

What are the advantages of having this? -  Make it a bit more fair in terms of chances of actually getting the silo taken down.

Who is it mainly for? - Government.

+Support, but it can't be a rule. This needs to be a mechanic that is implemented. This usually occurs when no staff are online, and the rule would be wasted.

When you are on gov in the morning with 1 or 2 other people and see that red dot in the sky you know that you will die and the crims will just get the money.

I have been on staff and seen multiple CCs do a money silo early in the morning with 5 Government on. Its unfair and should have a minimum amount of government to do it.
