Let me add somehting else also. It isnt saying what job he is on sadly. I dont know if he is on staff job or RP job at that time. If he was on RP job that would be abusing command while of duty. As i'm pretty sure you can do /uncuff off duty.

I will be stating different things based on what I see. The RDM part of e-11 should be a player report. He was killing them on the evidence that he was able to do /uncloak (unless it was an accident but due to evidence gotta say he didn't do it off duty) so he was on duty during the killing. +support Then on RPING on duty and buying guns on duty. That is obvious. As it shows him talking and doing stuff with e-11 which he shouldn't be doing. As it is breaking guidelines and is what staff should not be doing while on duty. Overall +support as he was breaking the staff handbook, but maybe just a strike as it wasn't a major thing he was taking part in as he was at E-11 base and not in the foundation shooting CI/Foundation. And i'm pretty sure this is his first offence.

So. 682 cant breach due to him failing at his self breach and as the motd states “ SCPs have a cooldown of 15 minutes each time they are recontained or their self breach is stopped “ and to prevent people from breaking that timer. 079 cant break 682 out of his containment. Due to 1 it being useless and 2 he ain't suppose to breach. So overall. 079 cant break him out.

The only way for him atm to be fully breached is by someone going in and trying to give him acess to teh facility. Which I'm gonna add a addition to that. That they have to roll a certain amount to plug him in.

I put this up due to the other ones not being balanced and can easily be abused. (them having noclip and keycard cracker) This one I made to be balanced and so that it could be not easily abused if used. (as bread said there will still be ways it can be abused)
