-Support Maintenance doesn't count as a life until you reach command. Medical doesn't count as a life until you reach command. Research doesn't count as a life until you reach AR. There is no good reason to change the rule as it wouldn't change much (for Utility, I can't speak for Research). If the life limit was actually preventing people from playing Utility, then Utility would have a high number of people sitting at the rank previous to command since that's as far as you can go without it taking a life, this isn't the case. Most people at the rank prior to command tend to apply for command.

As my battlemetrics show, I am very active as I am usually on the server alot. I have previous documented experience of being trusted in a "restricted" position such as ACM and at no point in the past abused the privileges that comes with it. 10. CI is currently raiding. You see an MTF E-11 CPL at 27% health running away from a fight. Just as you start to examine his condition, an MTF A1 Captain comes up to you and asks you to help them fend off the CI. What do you do? I would proceed to give the MTF E-11 CPL medical assistance. Providing medical assistance to those in need takes priority over engaging in an active firefight. Besides, after medical assistance has been provided, both me and the MTF E-11 CPL will be able to assist the MTF A1 Captain rather than me assisting them on my own.
