Foundation - hides information and lies to multiple governments because it believes it’s saving humanity. You also can’t leave once employed, the only way out is death. They also have beliefs that they’re above all other governments and people should bow down to them due to what they do Chaos Insurgency - a rebel group hidden in shadows that believes anomalous creatures should be enslaved by humans, but also all info is open to anyone and everyone (except certain documents). They also believe in a hierarchical society and to systematically kill people based on loyalty. Global Occult Coalition - They believe that humanity should exist as it, and the anomalous creatures should be killed. They enslave other humans to kill the SCP’s and have no consideration of life.

1. Yes because you can call it self defense but can only have a pistol 2. No you cannot help the police in an active shootout as a civ because you’ll get shot 3. Yes because there is banking crime in real life and this would be another thing investigated by the FBI. The idea is bankers store stuff in the vault which can be searched with reason, but only with real reason. Yes 343 is allowed to free roam, but he cannot leave the foundation and if he is asked to go somewhere he must comply. He also may not be in the d block. Only 912 can be in the d block but that’s because he spawns in there.
