What range? The fubar is a close range weapon that can be easily avoided by moving around. It is even harder to hit people with it when considering the atrocious hit registration melee weapons are known to have -Support

What about having them bound by rules similar to combat healing so you can't just be like "bro reset me" in the middle of combat but if you're just hanging out post-combat you can ask your buddies for a reset

I mean if you refuse to go with them and they have you under FearRP thats one thing. But a simple refusal with no extra strings attached would not necessitate being ordered by staff.

Technically the MoTD has nothing against it (just surface and lower D block). However the nature of things that take place in HCZ lead MTF units to prefer you out of their way when operating in HCZ. Should you refuse their request they can detain you if they choose.
