AFK citizens are in different area portals than active players. Which in simpler terms, it does not effect you. If you want to try and debunk this, use "net_graph 4" in console.

No you still have to apply for swat. But if you get to level 35. Do really good on the job and command notices that your really good. Then you can get trained without applying. But most people in SWAT will be accepted through applying.
