I don't think as such this could or should be added to CC Donations for a price, as much as i would pay for it myself for a price but dont feel like this is needed in this way.

But maybe could be implemented in the factions skill tree ingame costing you 1 Billion ingame money to get ever so slightly speed walk/run boost but ofc not as fast or same as Government/TAC speed walk/run speed boost they have by default being the 1.2x Run/Walk Speed etc

A base shouldn't be easy to break into in the first place. Gov also has shields and crim can also get shields to defend themselves from the base defenders. Besides, crim should have the right to store printers etc that can be worth millions in a safe place that they can defend. I'm pretty sure a lot of us knows the pain when someone breaks into your base and destroys something you've spent millions on upgrading.
